Low-income countries or Special Circumstance Countries (SCC) qualify for a discount or waiver of publication fees. Other authors may be eligible for a reduced rate based on their country's income level.

Waiver Requests must include:

• justify that the author cannot cover the cost
• provide evidence of institutional budget limits
• input tax identification number (where applicable)
